ARLINGTON, Va., Nov. 22, 2005 /PRNewswire/ -- Raytheon Company has named retired U.S. Army Maj. Gen. William Russ vice president of Washington Operations for the company's Intelligence and Information Systems business in Arlington, Va.

The announcement comes after John Grimes, whom Russ succeeds, was confirmed as the Defense Department's new Chief Information Officer.

In his new position, Russ' principal focus will be with government industry organizations and senior leaders for C3I (command, control communications and intelligence) and telecommunications policy, planning, and technology programs in the Washington area. Russ will lead the C3I Directorate, which provides specialized technical, engineering and testing support to the Joint Chiefs of Staff, Office of Secretary of Defense, the White House, and other proprietary customers.

Russ served as the commanding general of the Army Communications- Electronics Command and Fort Monmouth, N.J. and led world-wide life cycle support for Army C4ISR (command, control, communications, computers, intelligence, surveillance and reconnaissance) systems. He was assigned to Fort Huachuca, Ariz., from 1999 to 2001 as commanding general of the U.S. Army Signal Command providing the Army's portion of the Global Information Grid (GIG), while simultaneously providing cyber protection for Army networks around the world. Russ held a wide variety of additional command and staff positions during his Army career.

A graduate of Florida A&M University with a bachelor of science degree in electronics, Russ earned his master of science degree in public administration from Shippensburg University.
